Creating a conducive environment for adolescent reproductive health
The Project created a conducive and supporting environment for youth reproductive health promotion

First: The 22nd Arab Scout Congress, held in Qatar (Doha) in 1988, gave its blessing to the Project in view of the importance of the role that the Scout Movement should assume in meeting the RH needs of young people in the region. The President of the 22nd Congress provided strong support to the

Project and attended regional activities whenever he was Egypt at the International Scouting Center where regional activities were organized.

Second: The project established a regional network of 47 trained Boy Scout and Girl Guide Commissioners/ Focal Points from Jordan (5 BS/5 GG), United Arab Emirates ( 3 BS/ 2 GG), Bahrain ( 3 BS/ 2 GG), Tunisia ( 3 BS/ 4 GG), Sudan ( 3 BS/2 GG), Morocco (3 BS/ 1 GG), Lebanon ( 2 BS/ 5 GG), and West Bank and Gaza ( 2BS/2 GG). It is to be noted that Palestinians withdrew from the network due to their special circumstances and were replaced by Lebanon.

Third: All partner Boy Scouts and Girl Guides Associations adopted Adolescent Reproductive Health and incorporated it in their regular current educational and community development programs. RH committees have been established at the central national and local levels .

Fourth: As a result of of national ARH IEC and advocacy activities carried out by the Girl Guide Association in the United Arab Emirates, the Ministry of Education issued decree 2/964 in 1999 regarding the creation of a technical committee for the integration of RH concepts into school curricula and textbooks. The MOE multidisciplinary committee held five meetings (13/12/1999; 20/12/1999; 3/1/2000; 10/1/2000; and 27/2/2000) and recommended the integration of RH contents into school curricula and text books from grade 4 of primary education to grade 12 (Secondary Education), as well as in extra curricular activities.

Fifth: :Feature and press articles on adolescent health and sexuality education were published in Gulf States dailies and weekly magazines. Mr. Hassan Bouhaza’a , Boy Scout Commissioner and national coordinator of Project RMI/98/P01 prepared feature articles on adolescent health and needs which were published in the Family Magazine entitled “An Adolescent at Home” (2nd issue Oct-Dec.1999) as well as feature articles in Gulf News daily in the All Family column, Moreover , an article on youth and sexuality was published in the front page of Islamic Gulf News ( No: 8058 dated 12/5/2000) underscoring the need for sexuality education and the responsibility of parents in this regard.
